Among them, testimony has emerged that a ballot observer at the time leaked the ballots and handed them over to Representative Min.
According to SBS 'News 8' on the 14th, Pastor Seo Hyang-gi, the head of a conservative civic group, appeared on a YouTube broadcast on the 3rd and revealed photos taken inside the fitness center of the Guri City Gymnasium, which was used as a counting center during the general election.
At the time, Pastor Seo said, "An acquaintance I know was a ballot observer and vote counting observer and provided me with a tip."
Pointing to the disclosed photos, he claimed, "This is where the ballots are stored. There are no closed-circuit (CCTV) cameras here."
The host of the YouTube broadcast in which Pastor Seo appeared said, "A large number of ballots that were not marked by any party or candidate were found, and an observer who found this suspicious told Pastor Seo to investigate it."
The photos Pastor Seo revealed that day were identified as the same ones that Representative Min disclosed on the 11th at the 'April 15 General Election Suspicion Fact-Finding and National Sovereignty Restoration Rally' held at the National Assembly Members' Office Building in Yeouido, Seoul. It was also confirmed that Pastor Seo attended the event at the National Assembly Members' Office Building that day.
According to the report, Pastor Seo said in a phone interview with the media, "I saw the ballots that the observer had, but I did not personally give those ballots to Representative Min. I understand that the observer directly handed them to Representative Min."
Meanwhile, on the 13th, the Supreme Prosecutors' Office announced that it had assigned the case of the leaked ballots, which the National Election Commission (NEC) requested to investigate, to the Uijeongbu District Prosecutors' Office.
On the 12th, the NEC stated, "The ballots (disclosed by Representative Min) are proportional representation ballots stamped by the Guri City NEC official seal," and added, "Upon verification, six ballots were lost from the remaining ballots in the 2nd polling district of Sutaek 2-dong, Guri City, and the serial numbers of the lost ballots match those of the ballots presented on site."

The NEC further added, "The election bag containing the remaining ballots and other election-related documents was temporarily stored in the fitness center inside the Guri City Gymnasium, which served as the counting center, but it is presumed that an unidentified person stole some of the remaining ballots."
