Employment Retention Subsidy to Include 'Unpaid Leave Workers'... Enforcement Decree Legislative Notice Issued
[Asia Economy Reporter Kim Bo-kyung] The Ministry of Employment and Labor announced the legislative notice of the "Amendment to the Enforcement Decree of the Employment Insurance Act," which establishes the legal basis for the Unpaid Leave Rapid Support Program, on the 13th.
The amendment to the enforcement decree supplements the current Employment Retention Subsidy system by relaxing some requirements to allow subsidies to be paid even when unpaid leave is implemented.
Even workplaces that find it difficult to receive Employment Retention Subsidies can now receive necessary support if they implement job loss prevention measures through labor-management agreements, with new legal provisions established for this purpose.
The amendment also establishes a legal basis for supporting workplaces that find it difficult to pay leave (or unpaid leave) allowances by providing loans for such allowances.
Additionally, a special provision was introduced to partially support labor costs for employers who hire individuals who changed jobs during the period when employment conditions worsened due to the COVID-19 pandemic.
Vulnerable groups such as unpaid leave workers whose income levels have deteriorated during vocational skill development training and special-type workers are now included as eligible for livelihood loan support.
