View original image[Asia Economy Reporter Won Dara] Kim Tae-nyeon, the floor leader of the Democratic Party of Korea, revealed that Joo Ho-young, the floor leader of the United Future Party, also shares the concern that the National Assembly's Legislation and Judiciary Committee's authority for systematic and textual review should be abolished. He also reiterated his intention not to recognize the Future Korea Party as a negotiation group in the future.
On the morning of the 12th, Kim appeared on KBS radio and said, "The authority of the Legislation and Judiciary Committee for systematic and textual review has been abused," adding, "Floor Leader Joo also has concerns about the abused practices. I believe we can find sufficient common ground regarding the revision of the National Assembly Act."
He emphasized, "This is not a matter of the ruling or opposition party but an issue related to the normalization of the National Assembly," and added, "Because of the interests of one or two individuals, there have been many cases where it was extremely difficult for bills to pass the threshold of the Legislation and Judiciary Committee if they were not favored. This is not right."
He explained, "When the systematic and textual review system of the Legislation and Judiciary Committee was first established, various systems in the National Assembly were insufficient, and there were few legal experts among the members of the National Assembly, so such authority was granted," adding, "Now, the National Assembly system can be established as needed, and there are many legal experts, so there is no reason for the Legislation and Judiciary Committee to hold that function."
Regarding Floor Leader Joo as a negotiation partner, he said, "He is a very rational and logical person," and added, "The worst partner is one who insists unreasonably, but since he is logical, I think I have met a good partner."
Regarding the third supplementary budget, he said, "We will try to adjust expenditures as much as possible. However, there are limits to expenditure restructuring, so we will put our heads together and discuss realistic measures with the opposition regarding debt." He added, "Since it is a job issue, I do not think the opposition will oppose the supplementary budget itself."
He reaffirmed the policy of not recognizing the Future Korea Party as a negotiation group. When asked, "Is the appointment of the head of the High-ranking Officials' Crime Investigation Office, which will be launched in July, connected to the Korea Party negotiation group?" Kim replied, "It will not be recognized as a negotiation group in terms of National Assembly operations."
Regarding Rep. Won Yoo-chul of the Korea Party proposing a '2+2 meeting,' he bluntly said, "There is no reason to accept it. The Together Citizens' Party is undergoing the merger process."

Regarding the schedule of the extraordinary session of the National Assembly, he said, "It seems realistically difficult to handle bills by the 15th, which is the session of the April extraordinary National Assembly," and added, "I have discussed with Floor Leader Joo about holding a plenary session once within the term of the 20th National Assembly in May to handle the bills."
