[Asia Economy Reporter Ryu Jeong-min] The Blue House announced on the 31st that at the Cabinet meeting presided over by President Moon Jae-in, an amendment to the enforcement decree was processed to use the disaster management fund and mandatory deposit amount in relation to the 'Novel Coronavirus Infection (COVID-19)'.
Yoon Jae-kwan, Deputy Spokesperson of the Blue House, said, "President Moon presided over the Cabinet meeting this morning at the Cheong Wa Dae Yeomin 1 Building via video conference with the Government Complex Sejong."
At the Cabinet meeting that day, 60 legal promulgation bills including the 'Partial Amendment to the Passenger Automobile Transportation Business Act', 11 wartime ordinance bills including the 'Temporary Special Act on Wartime Finance and Economy', 14 presidential decree bills including the 'Partial Amendment to the Enforcement Decree of the Act on Contracts to Which the State is a Party', and 3 general agenda items including the '2020 General Account General Reserve Expenditure Plan' were reviewed and resolved.
Deputy Spokesperson Yoon explained, "The partial amendment to the enforcement decree of the Framework Act on Disaster and Safety Management aims to expand the use of the disaster management fund and allow the use of the mandatory deposit amount," adding, "To respond to COVID-19, local governments will be able to use the disaster management fund and mandatory deposit amount to support small business owners and vulnerable groups and manage the COVID-19 disaster."
The 11 wartime ordinance bills passed today are intended to revise related laws ahead of this year's Eulji Taegeuk Exercise. The government has annually revised changes in wartime ordinance bills before the Eulji Taegeuk Exercise and reflected them in the training. Wartime ordinance bills are prepared in peacetime so that they can be immediately promulgated and enforced in emergencies, kept on standby after Cabinet review and awaiting presidential approval.
Meanwhile, at the Cabinet meeting, it was decided to spend 1.678 billion KRW from the '2020 General Account General Reserve' for the operation of the Pohang Earthquake Fact-Finding and Damage Relief Support Group following the enforcement of the 'Special Act on the Investigation of the Pohang Earthquake and Damage Relief' on April 1.
Additionally, 17.57 billion KRW needed for disinfection and disinfection supplies support at polling and counting stations in preparation for the 21st National Assembly election, and 1.568 billion KRW needed for employment subsidies for mask manufacturers will be spent from the '2020 General Account Purpose Reserve'.
