On the afternoon of the 30th, Choi held a press conference at the main gate of the Busan City Council and said, "Although the supply of public masks through pharmacies has stabilized, many people are still experiencing inconvenience," adding, "In particular, proxy purchases are limited to people with disabilities, long-term care benefit recipients, children born after 2010, and elderly people born before 1940."
He continued, "The 28 million economically active population still find it difficult to purchase masks before leaving work on weekdays. During the COVID-19 disaster period, purchasing masks, which have become essential daily necessities, remains a cumbersome task for the public," and argued, "Mask manufacturers should deliver directly to local governments, and community leaders should visit residents' homes to distribute them."

Choi emphasized, "If the government spends about 10,000 won per person per month to deliver masks to homes, the entire nation's economic activity time will be secured more, and psychological stability will be greatly felt," adding, "Supporting the cost of mask purchases for the public to encourage social distancing and personal hygiene management is an essential task."
