Song Do-ho, Chair of the Personnel Hearing Special Committee, Urges Seoul Metro to Enhance Citizen Safety and Convenience and Achieve Management Efficiency
[Asia Economy Reporter Jongil Park] The Seoul Metropolitan Council’s Special Committee on the Personnel Hearing for the President Candidate of Seoul Transportation Corporation (Chairman Doho Song, Democratic Party, Gwanak 1) agreed to appoint Kim Sangbeom as the president of Seoul Transportation Corporation after thoroughly verifying the candidate’s management capabilities, policy execution skills, and future operational vision during the personnel hearing held on the 25th.
Candidate Kim Sangbeom (photo) has served as a Seoul city official for 30 years, holding positions such as Director of the Urban Transportation Headquarters and Administrative Deputy Mayor. He also served as a non-executive director of Seoul Transportation Corporation, demonstrating a deep understanding of the corporation’s operations and being recognized for his ability to communicate smoothly with the Seoul city government on current issues.
The Special Committee members sharply questioned the candidate on reasons for applying, safety issues due to aging facilities, future measures to maximize integration effects, plans to improve accumulated debt and financial structure, and COVID-19 related safety measures, thoroughly verifying the candidate’s vision and management direction for the corporation through a Q&A session.
Chairman Doho Song of the Special Committee stated, “Since the integration in May 2017, Seoul Transportation Corporation has continued to face issues such as safety problems due to aging facilities, chronic operational deficits, and labor-management relations.” He added, “After verifying the candidate’s experience and capabilities, the Special Committee agreed to appoint him as president of Seoul Transportation Corporation, considering that he can stabilize the organization and contribute to enhancing the safety of subway users.”
Chairman Song also noted, “Since December 2019, the position of president of Seoul Transportation Corporation has been vacant, and with the spread of the COVID-19 virus, stable operation of the corporation is more important than ever.” He urged, “Candidate Kim Sangbeom should keep in mind the issues raised during today’s personnel hearing as he performs his duties going forward.”

Furthermore, Chairman Doho Song and the Special Committee members pointed out limitations in the current personnel hearing system, noting that it restricts essential moral verification for local public enterprise management and does not allow the appointment decision to be limited through the hearing. They emphasized the need to improve the operational basis of personnel hearings to ensure their effectiveness.
