Before the policy announcement, candidate Yoon said, "I started youth activism in Mokpo and have been engaged in civic movements for over 30 years. Four years ago, as soon as I entered the National Assembly, I devoted all my efforts to uncovering the truth behind the state affairs manipulation scandal," adding, "I have drafted 133 bills over four years, of which 43 have been passed."
He continued, "As a member of the National Assembly, I worked hard to create laws and properly allocate budgets," emphasizing, "Through genuine political reform, I will definitely create a National Assembly that the people want and that resembles the people."
Candidate Yoon announced three major strategies to create a better Mokpo tomorrow: making Mokpo a public healthcare city, a future maritime city, and a tourism hub city.

As eight key tasks, he proposed establishing a medical school and university hospital at Mokpo National University, creating a cluster for the fisheries aquaculture equipment industry, expanding an eco-friendly comprehensive fisheries support complex, developing an industrial complex for repairing small and medium-sized ships and building small vessels, and attracting the 2028 World Islands Expo.
