The Democratic Party of Korea announced in the afternoon that "since the electoral district delineation plan is expected to be submitted late, the times for the party meeting and the plenary session will be changed," notifying each member accordingly. Other parties, including the United Future Party, also informed their members of the same.
Earlier, the National Assembly's Public Administration and Security Committee, which was to review the electoral district delineation plan, also adjourned its full meeting for the same reason. Committee Chair Jeon Hye-sook stated during the meeting, "The electoral district delineation plan has not been referred to the committee, so we will adjourn and resume once it is referred." The committee passed other bills such as the Child Safety Management Act, the Road Traffic Act amendment, and the Assembly and Demonstration Act amendment, excluding the electoral district plan.
The ruling and opposition parties have agreed to hold the plenary session today to handle the delineation plan. Chair Jeon emphasized the intention to process it, saying, "I heard the plan will be sent to the National Assembly this evening. If it is not approved today, it will exceed the legal deadline." However, it is also reported that the process may be further delayed past midnight.
Meanwhile, the Electoral District Delimitation Committee began discussions on a revised plan from 3 p.m. the previous day. This was because the floor leaders of the three negotiating parties?the Democratic Party, United Future Party, and the Minsheng Party (Democratic Integrated Assembly Members Group)?rejected the plan submitted by the committee on the 3rd.

At that time, the committee submitted a plan to the National Assembly that proposed increasing one seat each in Sejong Special Self-Governing City, Chuncheon City in Gangwon, Suncheon City in Jeonnam, and Hwaseong City in Gyeonggi, totaling four additional seats, while consolidating one seat each in Nowon District in Seoul, Ansan City in Gyeonggi, Gangwon, and Jeonnam, totaling four merged seats. According to the election law, the National Assembly can reject the delineation plan only once.
