152 Zones in Sewoon District to Be 'Released and Regenerated'... "Eulji Myeonok to Undergo Further Discussion"
[Asia Economy Reporter Yuri Kim] Among the 171 redevelopment zones in the Sewoon Redevelopment Promotion District, 152 zones where projects have not been pursued past the sunset date will be deregulated according to the Urban and Residential Environment Improvement Act. These zones will be managed through a regeneration approach based on resident consultations. Eleven zones in the Sewoon district where redevelopment projects are underway and the nearby Supyo redevelopment zone, densely populated with tool shops, will protect the industrial ecosystem through a 'phased and cyclical' redevelopment project. Redevelopment will begin after preparing tenant relocation measures.
Seoul City announced the "Sewoon Shopping District Urban Industry Preservation and Revitalization Plan" on the 4th, which includes these details. The 152 zones within the Sewoon Redevelopment Promotion District will be deregulated according to the Urban Improvement Act and converted into regeneration projects. These are zones among the total 171 that have passed the sunset date, as five years have elapsed since the designation in March 2014 without an application for project implementation approval. The 152 zones include ▲ Sewoon 2 Zone with 35 locations ▲ Sewoon 3 Zone with 2 locations ▲ Sewoon 5 Zone with 9 locations ▲ Sewoon 6-1, 2, 3, 4 Zones with 106 locations. The final decision on deregulation will be made through the Seoul City Urban Redevelopment Committee review.
The deregulated redevelopment zones will be managed through regeneration methods such as urban regeneration activation projects. The city will reinforce poor basic infrastructure like restrooms and fire facilities, and support expansion of parking lots, road and pedestrian environment improvements. It plans to induce individual construction activities through methods such as easing building regulations and building agreements to enable facility improvements.
For zones where redevelopment projects are underway, a principle has been established to proceed with redevelopment only after preparing effective tenant measures. The city will discuss various alternatives considering actual relocation demands together with project implementers for each zone to prepare measures. At project execution stages such as project implementation approval and management disposition approval, a pre-consultation body will be formed to discuss more concrete provisions of space for tenants.
For Sewoon 3 Zone (3-6,7), which is about to undergo management disposition, the plan is to provide tenants with temporary business spaces secured by the project implementer and then relocate them next year to a knowledge industry center (about 100 units) jointly developed by Seoul City and LH in Sewoon 5-2 Zone. The temporary business spaces will be created by installing substitute business spaces within existing buildings and along roads in the zone. For Sewoon 5-1 and 5-3 Zones, where project implementation approval has been applied for, the project implementers will donate the project sites and buildings, and for the Supyo Zone, public rental shopping centers will be created on the donated land to accommodate tenants.
Other zones with project implementation approval applications must secure sufficient temporary business spaces for tenants during the redevelopment period and establish and implement tenant measures considering the industrial characteristics of each zone, such as industrial specialized spaces that can accommodate existing industries and public contribution plans. The city plans to support public brokerage services such as vacant store placement for businesses that do not wish to move into public rental shopping centers.

Meanwhile, Eulji Myeonok in Sewoon 3-2 Zone has maintained a principle of prohibiting forced eviction and has consulted with owners and project implementers on preservation plans, but as opinions differ among parties, it will continue to consult and decide during the redevelopment process.
