Ulsan City Actively Supports Social Activity Participation for People with Disabilities
Promotion of 'Support Projects for the Independence and Social Participation of Persons with Disabilities'... Project Budget 113.3 Billion Won
[Asia Economy Yeongnam Reporting Headquarters Reporter Yoon Yoseop] Ulsan City is actively promoting the ‘2020 Disabled Social Activity Participation Activation Project,’ which focuses on care and employment this year.
According to Ulsan City on the 31st, this project consists of 47 programs in three areas: ▲ Strengthening support for the stabilization of disabled persons' lives ▲ Expanding welfare facilities for the disabled and enhancing support services ▲ Supporting the independence of disabled persons and activating social participation. The project budget is 113.3 billion KRW.
Ulsan City supports 22.8 billion KRW for three projects including disability pensions, disability allowances, and disability medical expenses to ensure income security for disabled persons and promote the stabilization of low-income disabled persons' lives.
The disability pension is provided to persons with severe disabilities under the Disabled Pension Act aged 18 or older whose recognized income of themselves and their spouse is below the selection criteria (1.22 million KRW for single households, 1.952 million KRW for couple households). Starting this year, the basic disability pension payment of 300,000 KRW will be expanded to recipients in the near-poverty class.
For registered disabled persons under 18 years old who are recipients of the National Basic Livelihood Security or belong to the near-poverty class, a disability child allowance is provided. For those aged 18 or older who receive livelihood or medical benefits under the National Basic Livelihood Security Act and are severe home-based disabled persons under the Disabled Pension Act, a low-income severe disabled allowance is provided. Additionally, for disabled persons who are recipients of Type 2 medical benefits under the Medical Benefits Act, disability medical expenses are supported either fully or partially.
Ulsan City plans to expand the foundation of welfare facilities for the disabled to meet the diverse welfare needs of disabled persons and create a warm welfare community.
It will continue operating about 90 existing welfare facilities for the disabled, including residential facilities for the disabled, community rehabilitation facilities, and vocational rehabilitation facilities, and will newly open and operate a shelter for abused disabled persons and an assistive device center for the disabled this year.
To promote economic independence and life stabilization for disabled persons, Ulsan City plans to select a total of 575 people for projects such as disability welfare jobs placed in public institutions like libraries and post offices and disability welfare facilities; general jobs placed in towns, townships, neighborhoods, and health centers; developmental disability care assistant aides placed in elderly welfare facilities and specialized elderly hospitals; and developmental disability happiness jobs placed in towns, townships, neighborhoods, and health centers.
To maintain stable employment for disabled persons, 3.5 billion KRW will be supported for 15 vocational rehabilitation facilities and product sales facilities, and efforts will be made to provide skills acquisition and improvement as well as job opportunities through the Disabled Skills Competition and job fairs.
To promote stable independent living for disabled persons, assistive device and orthotic repair support and independent living centers will be operated, and the ‘Developmental Disability Lifelong Education Center’ will provide education to improve independence skills such as daily life training, basic literacy, economic education, and vocational education for developmental disabled persons and their families.
As a special policy for developmental disabled persons, starting this year, location tracking devices and communication fees will be supported for 100 low-income developmental disabled persons to prevent disappearances.
