Local Government Ordinances, Easier to Amend

View original image[Asia Economy Reporter Moon Chaeseok] The Ministry of Government Legislation announced on the 30th that it will launch the "Easy-to-Understand Ordinance Creation Support Project" to enhance residents' understanding of local government autonomous regulations.
The Ministry selected over 650 ordinances from 44 institutions, including Busan Metropolitan City, Incheon Metropolitan City Office of Education, and Jincheon County Council, as this year's support targets after receiving applications from 243 local governments and 17 offices of education.
The project is implemented to realize resident-centered autonomous administration by making the legislative intent and policies of autonomous regulations, such as ordinances closely related to residents' daily lives, easily understandable to everyone.
Specifically, foreign words, unfamiliar Chinese characters, and Japanese-style terms within autonomous regulations will be revised for easier understanding.
Ambiguous sentences and complex regulatory systems that residents find difficult to interpret on their own will also be refined.
The legislative intent of ordinances will be properly conveyed, and policies will be explained in an easy-to-understand manner.
Through this, the plan is to improve the quality of autonomous legislation.
The Ministry of Government Legislation will first support ordinances in areas closely related to residents' daily lives, such as "urban planning ordinances" and "medical support ordinances."
Furthermore, the Ministry plans to prepare "Standards for Easy-to-Understand Autonomous Regulation Creation" to help local governments compose articles in an easy-to-understand way from the drafting stage of autonomous regulations.
