Jeong Se-kyun Incheon Report, Vote Expected on 13th... Will Police-Prosecutor Investigation Rights and Kindergarten 3 Laws Also Be Processed?
[Asia Economy Reporter Kim Hyemin] The nomination approval bill for Prime Minister candidate Jeong Sye-gyun is expected to be processed through a vote in the plenary session on the 13th. The last pieces of the fast-track (rapid processing agenda) ? the prosecution and police investigation authority adjustment bill and the Kindergarten 3 Laws ? are also expected to pass on the same day.
The special committee’s progress report on the confirmation hearing for candidate Jeong has not yet been adopted since the hearings held on the 7th and 8th. The Liberty Korea Party has stated that it will not cooperate with either the adoption of the report or the vote on the nomination approval bill. On the 9th, Sim Jae-cheol, the floor leader of the Liberty Korea Party, said, "It is extremely difficult to give a qualification judgment," adding, "Having someone who has even served as the head of the legislative branch become the prime minister candidate undermines the spirit of the separation of powers."
The ruling party, the Democratic Party of Korea, has judged that there is no need to delay further and has expressed its intention to put the nomination approval bill for candidate Jeong to a vote in the plenary session on the 13th. According to the National Assembly’s confirmation hearing law, the progress report must be submitted to the Speaker of the National Assembly within three days after the confirmation hearing, and if this deadline is exceeded without justifiable reason, the Speaker may immediately submit the approval bill for consideration.
Ultimately, the nomination approval bill is expected to be submitted and enter the voting process in the plenary session by the authority of Speaker Moon Hee-sang. The vote will be conducted by secret ballot. The ruling party expects that the cooperation system of the '4+1 consultative body,' excluding the Liberty Korea Party, will continue through the vote on candidate Jeong’s nomination approval bill.
On the same day, along with candidate Jeong’s nomination approval bill, attempts are expected to be made to process the prosecution and police investigation authority adjustment bill and the Kindergarten 3 Laws. Previously, the Democratic Party had only submitted the amendment to the Criminal Procedure Act, one of the investigation authority adjustment bills, for consideration in the plenary session held on the 9th but did not put it to a vote. This indicates an intention to negotiate as much as possible and process it, given that the differences with the Liberty Korea Party are not large.

Attention is also focused on the processing of the Kindergarten 3 Laws. Initially, the Liberty Korea Party had applied for a filibuster (a legal procedure to obstruct parliamentary proceedings through unlimited debate), but it did not execute the filibuster even when the bill was submitted on the 9th.
