Yeongyang County in North Gyeongsang Province has begun establishing a digital-based population policy platform to address the challenges of population decline and the risk of local extinction. The strategy goes beyond simple administrative guidance to improve policy accessibility and settlement convenience, aiming to create an environment where people truly want to live.
The county announced that it has launched the “Yeongyang Living” (“Yeongyangsari”) website, an integrated population policy platform for residents, prospective newcomers, and those wishing to return to farming or rural life, and has begun full-scale operations.

“Yeongyangsari” is a platform that consolidates various support policies and settlement information that were previously scattered, enabling users to easily and intuitively check the benefits applicable to their individual situations.
In particular, the platform’s functions have been enhanced to serve as a practical guide for urban residents who wish to return to farming or rural communities and settle in the area.
The most notable feature is its user-centered “customized project card” system. Major policies, such as housing rent support, marriage incentives, and settlement support for returnees to farming and rural areas, are categorized by target groups—including youth, young adults, and newlyweds—and visually presented so that users can easily understand complex policy information at a glance.
Improving administrative accessibility has also been emphasized. Yeongyang County has introduced a pilot online application system for some population policy programs, allowing residents to apply remotely using their smartphones or PCs.
The county plans to continually enhance the system’s features by reflecting user feedback gathered during the pilot operation phase.
The platform is regularly updated with real-time population trends and demographic data by age and township. Additionally, it provides practical settlement support information such as links to websites with information for returnees to farming and rural areas, as well as guidance on applying for “Returnee Houses.”
A Yeongyang County official stated, “This platform is more than just a policy promotion tool—it is a practical system enabling residents and prospective newcomers to access the information they need quickly and easily. Going forward, we will continue to expand content and improve functionalities to enhance support for settlement and the effectiveness of our population policies.”
