Business Groups Welcome Samsung Electronics Labor-Management Agreement: "Significant for National Economy" (Comprehensive)
On May 21, major domestic business organizations collectively welcomed the news that Samsung Electronics management and union had reached a tentative agreement on wage negotiations just one day before a planned strike.
The Korea Chamber of Commerce and Industry (KCCI) released a statement regarding the agreement, saying, "We are relieved that Samsung Electronics management and union were able to come to an agreement through dialogue just a day before an all-out strike. This outcome was achieved because both sides maintained open lines of communication until the end, further supported by active government mediation."

View original imageThe KCCI further stated, "In the context of fierce global competition, avoiding the worst-case scenario of a halt in semiconductor production lines—which require 24-hour continuous operation—holds significant meaning not only for Samsung Electronics, but also for the industrial ecosystem and the national economy as a whole. We hope this will serve as an opportunity for labor-management relations in Korea to move beyond wasteful confrontation, and instead protect industrial competitiveness and jobs through trust and cooperation."
The Federation of Korean Industries (FKI) also expressed relief in a comment distributed on the same day, saying, "We are glad that Samsung Electronics management and union were able to reach a tentative agreement through dialogue and negotiation, avoiding the extreme scenario of a full-scale strike."
The FKI added, "Given the semiconductor industry's importance to our economy, this agreement is meaningful in that it has minimized disruption at industrial sites and protected the backbone of the economy. We hope that the remaining procedures, such as the union members' vote, will be completed smoothly, paving the way for even greater progress."
The Korea Employers Federation (KEF) also emphasized the significance of both management and union making concessions to prevent a strike amid an increasingly competitive semiconductor industry and growing global market uncertainties.
However, the KEF pointed out that this agreement reflects Samsung Electronics' unique situation, and cautioned that labor unions should not generalize the outcome by pushing for excessive performance-based bonuses across the entire industry. The organization also called on both sides to use this agreement as an opportunity to quickly resolve any lingering uncertainties and to establish a rational labor-management relationship.
Previously, on the afternoon of May 20, management and union at Samsung Electronics signed a "tentative agreement for the 2026 wage negotiations" at the Gyeonggi Employment and Labor Office in Suwon, Gyeonggi Province. The core of the agreement is to maintain the existing Over-Profits Incentive (OPI) system, while establishing a new "special management performance bonus" funded by 10.5% of business performance as agreed upon by labor and management.

The union plans to hold a vote among its members on the tentative agreement from May 22 to 27. The tentative agreement will be finalized if more than half of all union members participate in the vote and a majority votes in favor.
