Goyang City Boosts Public Service Culture and Administrative Vitality with 'Active Administration Mileage' System
Goyang Special City in Gyeonggi Province announced on May 20 that it will operate the "2026 Active Administration Mileage System" to encourage civil servants to practice active administration and to provide rewards that employees can truly experience.
The Active Administration Mileage System is a program that grants mileage points to civil servants based on their voluntary and proactive administrative actions. Rewards are then given according to the accumulated scores.
Since the introduction of the system in 2024, the city has awarded a total of KRW 5.66 million in mileage points for 204 cases of active administration, striving to spread a culture of proactive public service.
Mileage points are granted based on four categories and seven detailed criteria: utilization of the active administration support system, participation in active administration competitions, acceptance and implementation of citizen requests for active administration submitted to the Anti-Corruption and Civil Rights Commission, and collaborative activities.
This year, in line with the revised "Local Civil Servants' Active Administration Operational Regulations" of December last year, which focus on protecting civil servants, the city has strengthened rewards for utilizing the active administration support system.
The city plans to foster an environment where employees can proactively carry out their work without concerns over audits, by awarding KRW 100,000 in mileage points for using the Active Administration Committee Opinion System and KRW 50,000 for utilizing the preliminary consulting system.
A city official stated, "We will continue to create an environment where civil servants can work autonomously and proactively through tangible rewards," and added, "We will further expand institutional support so that civil servants can confidently practice active administration."

Goyang City also plans to continue promoting administration that citizens can truly experience and to strengthen the institutional foundation so that the culture of active administration becomes firmly established throughout the organization.
