Bucheon City Promulgates "Basic Society Ordinance" to Guarantee Citizens' Fundamental Rights
Bucheon City in Gyeonggi Province announced on the 19th that it will promulgate and implement the "Basic Ordinance for the Realization of a Basic Society" to address social and economic inequality and polarization, and to institutionally support citizens' right to a dignified life.
This ordinance defines the "basic society" as the fundamental social rights that citizens should enjoy, based on the constitutional rights to pursue happiness and human rights. It also outlines the city's roles and policy implementation system to guarantee these rights.
Through the enactment of this ordinance, the city aims to go beyond selective welfare focused on vulnerable groups and strengthen the universal rights of all citizens, thereby establishing a stable foundation for citizens' lives.
With the implementation of the ordinance, the city plans to form the "Bucheon Basic Society Committee," chaired by the mayor, to deliberate and decide on policy direction, securing financial resources, and project evaluation. The committee will consist of up to 25 members, including city council members, experts, and citizen representatives.
