[6.3 Election] Candidate Woorang Park Proposes 'Shinan-type Basic Society' Vision
Aiming for 500,000 Won Monthly Payments
Expanding to Healthcare, Education, and Housing
Woorang Park, the Democratic Party candidate for Mayor of Shinan County, has unveiled a vision for a “Shinan-type basic society,” which combines basic income with healthcare, education, and housing support.
On May 18, Park announced the five major goals of this basic society, stating, “I will make Shinan a leading region that represents the basic society model in South Korea.”

The five major goals he presented are: basic income, basic healthcare, basic education, basic childcare, and basic housing. His plan is to establish a local government responsibility system to guarantee a minimum standard of living for residents throughout their entire lifespans.
The core is basic income. Park pledged to gradually implement a system that pays each county resident 500,000 won per month. The funding will come from expanding resident participation profits generated by solar and offshore wind power development, as well as scaling up the existing “sunlight pension” and “wind pension” programs.
He said, “Shinan has already established a model that connects local resources to residents’ income,” adding, “We will ensure that sunlight and wind become the foundation for protecting our residents’ livelihoods.”
In the area of basic healthcare, he promised to expand support for patients with serious illnesses such as cancer and dementia. Given the limited access to medical services in island regions, the plan is to reduce the burden of treatment costs and create a stable support system.
For basic education, the focus will be on guaranteeing equal educational opportunities regardless of economic conditions by providing support for tuition and living expenses from daycare through university. The goal is to foster local talent and create a virtuous cycle that leads to further development in Shinan.
The basic childcare policy will expand support for pregnancy, childbirth, and infant care expenses to ease the childcare burden on younger generations.
In the area of basic housing, Park pledged to pursue both support for installing solar and solar thermal systems and projects to improve residential environments, aiming to reduce living costs and promote energy self-sufficiency at the same time.
Park stated, “By 2026, we will establish a comprehensive plan for the basic society and begin phased implementation from 2027. We intend to comprehensively utilize not only national, provincial, and county budgets, but also the profits from resident participation in renewable energy projects.”

He added, “Shinan has already created the nation’s first model with the sunlight and wind pensions. Now, we will complete a basic society system that takes responsibility for residents’ lives from birth through old age.”
