He further emphasized, "The beginning of politics is the citizens, and its completion is also the citizens," stressing, "The only people I should look to are the citizens of Namyangju." He made it clear that he would prioritize promises to the citizens and the future of Namyangju over internal party conflicts.
This candidate registration is seen as being influenced by the continued support from citizens and his support base. On May 13, citizens, party members, and supporters gathered in front of the city council to urge him to run, followed by the Namyangju City Hall public officials' labor union officially announcing their support for Joo on the morning of the 14th.
Joo described himself as a "true citizen candidate" and said, "The administration of Namyangju to complete a future-oriented self-sufficient city must not come to a halt," adding, "In the face of the citizens' earnest call, I could no longer hesitate."
