At the event, Lee announced the launch of 'Yongin Renaissance Season 2,' expressing his strong ambition to establish Yongin as the world's top semiconductor hub and a city of distinguished quality of life.
At the beginning of his declaration, Lee emphasized, "A new era of 'Cheonjo Gaebyeok,' with semiconductor investment in Yongin nearing 1,000 trillion won, has dawned." He highlighted his achievements since the first day of the 8th term, such as approving a global semiconductor strategy and successfully attracting Samsung Electronics to the national industrial complex as well as designating it as a specialized complex.
Lee chose to announce his candidacy at the planned site of the national industrial complex instead of his campaign office in Mabuk-dong, Giheung-gu. He criticized Choo Mi-ae, the Democratic Party's candidate for Gyeonggi Governor, who visited Yongin on May 9 and claimed, "Samsung, located at the national industrial complex, has achieved over 40% progress, and the first plant should be operational as originally planned in the second half of 2026 without any setbacks." Lee asserted that this statement was false, arguing that Choo does not have sufficient knowledge of the Yongin Semiconductor National Industrial Complex project and therefore is not qualified to speak about Yongin's semiconductor industry.
He continued, "Can someone who failed to speak up or offer any resistance when those in power attempted to disrupt the Yongin semiconductor projects—by proposing relocation or other measures—truly secure the future of Yongin's semiconductor industry? Isn't it clear that the person to protect and grow Yongin's semiconductor sector is Lee Sang-il, who has spent the last five months fighting, with all his might, against the relocation of the Yongin semiconductor fab?"
Furthermore, Lee remarked, "How can someone with almost no connection to today's Yongin semiconductor industry lead its future? The ruling party's mayoral candidate and their colleagues are misleading citizens by claiming that the Yongin Semiconductor National Industrial Complex project is progressing well," leveling strong criticism at his opponents.
Regarding transportation pledges, Lee underscored the continuity of the railway and road projects promoted during the 8th term. He mentioned major railway projects such as the extension of the Gyeonggang Line, the construction of a new Southern Gyeonggi Metropolitan Railway, and the new Dongbaek-Shinbong Line, stressing that "reviving the failed projects from the 7th term was precisely what the 8th term, led by Lee Sang-il, accomplished."

View original imageHe added, "The Southern Gyeonggi Metropolitan Railway, which will run from Seoul Sports Complex through Suji Shinbong and Seongbok to Hwaseong, has achieved a benefit-cost (B/C) ratio of 1.2, an exceptionally high figure. For such large-scale projects, the person who starts them must be the one to finish them in order to maximize speed and quality," emphasizing the need for a mayor to serve a second term. He also pledged to seamlessly complete the expressway networks, such as the Semiconductor Expressway and the Second Yongseojiha Expressway.
A notable pledge is to directly return the fruits of economic growth to citizens' daily lives. Lee promised to establish the 1 trillion won 'Silicon Yongin Fund' based on increased tax revenue from the semiconductor industry, offering bold support for youth entrepreneurship and startups. He also declared he would introduce the 'Yongin Youth Employment Quota System' to create an environment where local young people can settle in Yongin without worrying about jobs.
The leap toward becoming a leading educational city was also a major theme. Lee promised to transform the semiconductor high school, opening next spring, into a Meister high school, promote the establishment of an AI Convergence Arts High School, and attract a 'Global Semiconductor University and Graduate School,' vowing to make Yongin an educational city to rival Gangnam.
In the field of urban development, Lee stated, "We will lay the foundation for a metropolis of 1.5 million residents," and emphasized that, instead of reckless development, the city would pursue planned development centered on advanced, future-oriented cities. He also mentioned plans to create additional new cities following the establishment of the semiconductor-specialized new town in Idong-eup.
Lee presented policies to ensure that not a single one of the 1.1 million citizens of Yongin Special City is marginalized, aiming to create a city where everyone is respected and safety is prioritized.
To build a city where women are respected, Lee pledged, "We will make Yongin a city where words like sexual harassment and sexual assault are not even uttered, where zero tolerance is strictly enforced for sexual harassment, sexual assault, and sexual violence, where women can safely return home, and where women living alone also enjoy a secure life."
Other promises include: ▲ greatly expanding public swimming pools and park golf courses ▲ providing shingles vaccination for seniors and flu shots for all citizens ▲ constructing a performance hall and city art museum in Idong-eup, thereby expanding welfare and cultural infrastructure that covers all stages of life.
