Chilgok County Pushes Forward with Buksam Opyeong General Industrial Complex Development Project
Approval Announcement Targeted for First Half of the Year
Major Changes Expected for the Local Economy
The Buksam Opyeong General Industrial Complex development project in Chilgok County, North Gyeongsang Province, has gained momentum as it passes the final stages of administrative procedures.
According to Chilgok County on May 8, with the completion of the environmental impact assessment and public interest review in early May, virtually all prior consultations with relevant authorities for the approval of the industrial complex plan have been finalized.

View original imageSince applying for approval of the industrial complex development plan to North Gyeongsang Province in August 2025, Chilgok County has engaged in close consultations with the Ministry of Environment and related agencies for about nine months. In particular, with the completion of the environmental impact assessment and public interest review, considered among the most challenging procedures, uncertainties surrounding the project have been resolved.
The county plans to build on this progress by requesting an integrated review from the North Gyeongsang Province Industrial Complex Plan Review Committee within this month. The integrated review is a procedure that simultaneously examines urban planning, transportation, disaster management, and other fields, enabling a significant reduction in the approval timeline.
If the review proceeds smoothly, the official announcement of the industrial complex development plan approval is expected within the first half of the year. This approval announcement signifies the establishment of the legal foundation for the industrial complex and marks the beginning of the compensation and full-scale development phase.
The county plans to promptly proceed with subsequent procedures, such as the announcement of the compensation plan and appraisal, immediately after the approval announcement. The goal is to commence full-scale land compensation for incorporated land and structures in the second half of the year.
The Buksam Opyeong General Industrial Complex is a large-scale project to be developed in Opyeong-ri, Buksam-eup, Chilgok County, covering approximately 1,235,804 square meters (about 310,000 pyeong). With a total project cost of about 280 billion won, the project aims to attract key manufacturing industries such as fabricated metal products, electronic components, telecommunications equipment, and electrical equipment, which is expected to reshape the region's economic landscape. In March this year, the project was also selected for the LH Public Land Reserve Project (project cost of 64.1 billion won), further recognizing its necessity and business feasibility.
A Chilgok County official stated, "After years of thorough preparation, the Buksam Opyeong General Industrial Complex development project has now entered its final phase toward actual groundbreaking," adding, "We will focus our administrative efforts on ensuring smooth communication with residents during the compensation process in the second half of the year, so the project can proceed without issues."
