On the afternoon of May 6, the Democratic Party of Korea will hold a general assembly of its lawmakers to elect a new floor leader. With former floor leader Byeongdo Han as the sole candidate, the assembly is expected to proceed with a vote for or against his nomination.

View original imageIf former floor leader Han secures a majority by combining 80% of the votes from party lawmakers and 20% from party members with voting rights, he will be elected. If elected, he will become the first person in the Democratic Party to serve consecutive terms as floor leader. Han previously won the by-election for floor leader held in January following the resignation of his predecessor, former floor leader Kim Byungki, but stepped down at the end of last month ahead of this election.
The new floor leader's term will be one year, running until May of next year. The most urgent issue to address upon taking office will be adjusting the timing for the launch of the special counsel bill on the alleged manipulative investigations and indictments by the Yoon Suk Yeol administration (the "manipulated indictment special counsel"). During the assembly, opinions of lawmakers on the special counsel bill are expected to be gathered. As President Lee Jaemyung recently mentioned the need for careful deliberation, the political community sees the timing of the bill's passage as hinging solely on a decision by the party leadership.

Negotiations over the composition of the second half of the 22nd National Assembly are also an immediate challenge. With fierce confrontation between the ruling and opposition parties over key standing committee chair positions, the Democratic Party is pressuring the People Power Party by suggesting it could take all the committee chairs. However, monopolizing the committee chairs would also present a political burden for the Democratic Party, so the new floor leader's negotiation skills will be put to the test. On May 1, former floor leader Han stated on SBS Radio, "I intend to consult with the opposition on comprehensive issues, including amending laws and building systems so that standing committees can operate regularly and perform their work at all times."
