Boryeong City to Subscribe to Commercial General Liability Insurance for Public Rice Reserve Purchase Sites
First Among Local Governments
Reducing Physical and Economic Burden on Farmers
Boryeong City in South Chungcheong Province will become the first local government in Korea to subscribe to commercial general liability insurance to cover safety accidents at public rice reserve purchase sites.
The city government is receiving positive feedback for sharing the economic burden of safety accidents, which previously had to be borne entirely by farmers.
Boryeong City is receiving great response for operating insurance coverage against safety accidents at 20 public grain storage purchase sites.

During the regular purchase season (October to December), insurance will be taken out collectively for all purchase sites. For sporadic purchases (April to September), insurance will be subscribed on a flexible monthly basis as needed.
Beginning in April, the city is promoting insurance coverage for 20 public rice reserve purchase sites.
Because existing commercial products could not meet the city's needs, the city is working with local agricultural cooperatives to newly establish a “special underwriting product.”
The insurance consists of a special clause for facility ownership and management (covering up to 100 million won per incident), and a special clause for in-facility medical expenses (covering up to 5 million won per person and up to 20 million won per incident).
A city official stated, “As part of safety management for public rice reserve purchase sites, we have promoted insurance enrollment to reduce both the physical and economic burden, as well as the psychological anxiety, of farmers caused by accidental safety incidents.”

Kim Kiyoung, Director of the Agricultural Technology Center, said, “The system was introduced so that the government could share the concern of safety accidents that farmers have had to endure alone. We will prevent conflicts caused by delayed compensation and disputes over responsibility in case of accidents, and enhance administrative credibility by establishing a clear support system.”
