Minister Choi Huieyoung Presides Over Second Publishing Subcommittee Meeting
Exploring Ways to Promote Reading Culture and Revitalize Local Bookstores
The Ministry of Culture, Sports and Tourism will discuss policy directions for the publishing sector to respond to changes in the industrial environment, such as developments in artificial intelligence (AI).
The Ministry announced on the 27th that Minister Choi Huieyoung will preside over the second meeting of the Publishing Subcommittee within the Culture and Arts Policy Advisory Committee. The meeting will cover topics including the creation of a sustainable publishing ecosystem, strategies for the publishing industry in the AI era, the promotion of reading culture, revitalization of local bookstores, and the introduction of tax credits for publishing content production costs.
The Culture and Arts Policy Advisory Committee was established last November as a policy advisory body directly under the Minister of Culture, Sports and Tourism. It is composed of nine subcommittees, including literature, art, film and video, games, webtoons and animation, and publishing. Nine experts from publishing, distribution, and web fiction are participating in the publishing subcommittee.
This meeting will also share the progress of recommendations raised during the first meeting. The Ministry plans to promote policies to expand reading culture in connection with “Korea Reads 2026,” declared on the occasion of World Book Day, and beginning in August, will support book purchases through the “Youth Culture and Arts Pass.”
This year, the Ministry's budget to support the publishing sector has been set at a record high of 55.1 billion won. Accordingly, the Ministry intends to continue discussions on measures to vitalize the publishing sector during the 2027 budget planning process as well.
After the meeting, Minister Choi will meet with Kim Taeheon, President of the Korean Publishers Association, who took office in February, and Hong Youngwan, President of the Korean Publishing Professionals Association, to discuss public-private cooperation strategies for the publishing industry.

Minister Choi stated, “The publishing industry is also facing a major turning point in the era of artificial intelligence,” adding, “Based on government policies and institutional support, as well as the passion and expertise of the private sector, we will do our utmost to help the publishing and cultural industry build a sustainable ecosystem.”
