For the second half of the 22nd National Assembly, a three-way race is underway among Cho Jeongshik, a six-term lawmaker from the Democratic Party of Korea, and five-term lawmakers Park Jiwon and Kim Taenyon for the position of National Assembly Speaker. The outcome of the party’s internal election, scheduled for May 13, is expected to determine who will become the next National Assembly Speaker.
On April 23, the Democratic Party held a closed Supreme Council meeting at the National Assembly and approved the formation of the “Election Management Committee for Floor Leader and National Assembly Leadership,” appointing three-term lawmaker So Byunghoon as chair. This election will reflect 80% of votes from incumbent lawmakers and 20% from party members with voting rights. It is the first time that party member votes will account for 20% in the selection process for the National Assembly Speaker. As a result, not only the intentions of the lawmakers but also the will of the party members have become significant variables in the race.
First, Park Jiwon, often referred to as a "political master," is known for his extensive political experience, including serving as Presidential Chief of Staff, party leader, and floor leader. In particular, his negotiation skills are considered a strong point. He is believed to enjoy relatively broad support among both the general public and party members. However, it remains to be seen whether he can secure wide-ranging support from fellow lawmakers.
Cho Jeongshik is considered a key figure in the so-called "pro-Myeong" (pro-Lee Jae-myung) faction. If the so-called "Myeongsim" (the intention of President Lee Jae-myung) comes into play, the dynamics of the race could shift significantly. However, some observers believe that the president's intentions are likely to have limited influence over the process of selecting the head of the legislative branch. Attention is focused on how the 20% weighting of party member votes will affect the outcome.
Kim Taenyon has experience serving as floor leader within the Democratic Party. His strengths include legislative experience and policy coordination skills. He is also seen as relatively neutral when it comes to factional alignment. However, he still needs to create a turning point in terms of public opinion polling and political presence.
