According to local media such as Hongsheng News on April 22, on the 17th, the Anyang Marathon Organizing Committee in Henan Province announced that they had permanently banned three people from participating in future events after it was discovered that the winner of the women's half marathon citizen division was actually a man running as a substitute. The competition took place in Anyang, Henan Province on March 22. At the time, participant A won first place in the women's half marathon with a record of 1 hour, 29 minutes, and 5 seconds. As the controversy spread, the committee immediately launched an investigation and released the results three days later. The investigation found that not only the winner, A, but also two others had allowed someone else to run using their bib numbers in their stead.
As a result, the organizing committee canceled the records and rankings of all three individuals and imposed a permanent ban from participation. They also notified the Chinese Athletics Association of the incident and requested additional sanctions.
The even bigger controversy stemmed not only from the act of substitute participation, but also from the fact that staff on site failed to notice a male athlete winning the women's division. It was also confirmed that even the photo used on the winner's poster featured the male participant. Although the race was organized as a mixed-gender event, it is a clear violation of the rules for a man to compete using a women's bib number.

The organizing committee explained, "Currently, neither the substitute runner nor the bib donor has responded to the investigation." They added, "However, since it has been confirmed that a man stole the women's half marathon victory, we decided on punishment in accordance with the event regulations." Regarding the failure to detect the substitution during the competition, they said, "With 20,000 participants in the half marathon, the check-in gates were narrow and participants moved through quickly, making it difficult to identify such cases on site," and described it as "an unavoidable issue in large-scale marathon events."
