NTS Launches Pilot Operation of Specialized Tax AI Chatbot
Service Expanded from VAT and Year-End Tax Adjustment to Comprehensive Income Tax and Tax Credits
Starting next month, taxpayers will be able to use an artificial intelligence (AI) chatbot to instantly check their eligibility, filing procedures, and deduction or exemption requirements for comprehensive income tax and earned income/child tax credits. This comes as the National Tax Service (NTS) has expanded the scope of its AI chatbot service, which was previously limited to value-added tax (VAT) filing and year-end tax adjustments, to now also cover comprehensive income tax and various tax credits.
On April 23, the National Tax Service announced that, beginning May 1, it will launch a pilot operation of its 'Generative AI Chatbot' service, which will support taxpayers by answering inquiries related to comprehensive income tax filing and applications for tax credits, among other counseling services.

View original imageTaxpayers can inquire about their eligibility, filing procedures, and deduction or exemption requirements not only through Hometax but also via the mobile Hometax app, enabling them to check the answers from the AI chatbot in real time during the actual filing process.
Initially, the AI chatbot service was available only for VAT filing and year-end tax adjustments earlier this year, but it is now being expanded to cover comprehensive income tax and earned income/child tax credits, areas with high public interest and demand for consultations. As a result of operating the chatbot for VAT and year-end tax adjustments, the number of users increased by 20% from 43,027 in April 2025 to 51,670 in 2026. However, the average number of inquiries per user decreased by about 26%, from 2.6 to 1.9 over the same period.
Yang Cheolho, Director of Informatization Management at the National Tax Service, stated, "Unlike general-purpose AI, the NTS AI chatbot is characterized by its ability to provide more accurate and consistent answers based on expertise in the area of national taxation." He added, "The chatbot generates responses based on counseling cases and tax filing manuals directly verified by the NTS, and it immediately reflects the latest amendments to tax laws and important filing notes, with a focus on providing taxpayers with more reliable information."
The National Tax Service has also implemented safeguards to prevent the AI chatbot from providing inaccurate answers or responding to questions unrelated to tax laws. All responses are based on materials verified by the NTS, and the system is designed to quickly and regularly incorporate annual tax law revisions, official interpretations, important filing notes, and counseling cases.
According to the 'National Tax Administration AI Transformation Plan' announced in March of this year, the NTS is focusing on refining the detailed functions of 65 different projects, organizing AI learning materials, securing budgets, and providing AI training. Next year, the agency will begin developing major projects, with a plan to gradually launch services starting in 2028. Before the full-scale development, the NTS plans to proactively offer AI services that taxpayers can experience this year, such as the generative AI chatbot, generative AI phone counseling, and Hometax AI search service.

Director Yang emphasized, "With this service as a starting point, the NTS will build an AI consultation infrastructure and steadily implement a roadmap to provide customized services for taxpayers. In addition to continuously analyzing taxpayer needs using the counseling cases accumulated through the chatbot, we will further advance the existing AI chatbot into a personalized consultation service linked to each taxpayer's individual tax information, in line with the full-scale AI transformation of national tax administration scheduled for 2027."
