Kyunho Kim of Gwangju Seo-gu Council Proposes Comprehensive Amendment to Council Members' Official Overseas Travel Ordinance
Strengthening Transparency and Accountability in Official Overseas Travel
Kyunho Kim, a member of the Seo-gu Council in Gwangju Metropolitan City, has sponsored a comprehensive amendment ordinance bill to strengthen transparency and accountability in official overseas travel by council members. The bill is titled the “Ordinance on Official Overseas Travel of Seo-gu Council Members, Gwangju Metropolitan City.”
This comprehensive revision mainly focuses on tightening both the pre- and post-travel procedures for official overseas trips. It incorporates the Ministry of the Interior and Safety’s standard rules and guidelines for official overseas travel, as well as the results of the Anti-Corruption and Civil Rights Commission’s inspection of overseas trips by local legislatures.
The main points include: ▲Mandatory education related to official overseas travel ▲Advance public disclosure of travel plans and collection of resident feedback ▲Operation of a review committee centered on civilian members ▲Prevention of leisure-oriented trips before the end of a term ▲Strengthened requirements for submitting travel reports and post-travel reviews ▲Recovery of improperly spent expenses ▲Introduction of new regulations to protect Secretariat staff members.
In particular, the ordinance introduces new provisions to protect staff from improper orders or abuse of power related to official overseas trips by council members. It also enhances the system so that disciplinary action, recovery of funds, and audit requests are possible in cases of inappropriate trips. This is a significant improvement in the system.
Assemblyman Kim stated, “Official overseas travel is a public activity funded by residents’ taxes, so it requires stricter and more transparent standards. The core of this comprehensive amendment is to prevent controversies over leisure trips in advance and to establish a substantive official overseas travel system that contributes meaningfully to legislative work and policy, rather than merely formal trips.”

The Seo-gu Council of Gwangju expects that, once the ordinance is promulgated and enforced, the reliability and transparency of the official overseas travel system will be further enhanced.
