Gyeongbuk Police Agency Appoints Senior Officers, Restructures Key Positions to Stabilize Organization

The Gyeongbuk Provincial Police Agency has undertaken a reorganization of key positions through the appointment of senior-ranking officers. By filling previously vacant leadership roles in major departments, the personnel changes are interpreted as an effort to stabilize the organization and strengthen its capacity for public security response.
On April 17, the National Police Agency announced the transfer and reassignment of 56 senior officers at the police superintendent level. As part of this reshuffle, the Gyeongbuk Provincial Police Agency finalized appointments for major executive positions, including the heads of the Public Safety, Investigation, and Community Safety Departments.
First, Yang Seungho, the Chief of Intelligence and Information Operations at the National Police Agency, was newly appointed as the Head of the Public Safety Department. By filling a position that had remained vacant, disaster response, management of rallies and demonstrations, and the overall coordination of regional security operations are expected to be further strengthened.
Park Jongsam, formerly the Head of Investigations at the Jeonbuk Provincial Police Agency, was appointed as the Head of the Investigation Department. The previous head, Song Byungseon, has been transferred to lead the Metropolitan Investigation Unit at the Gyeonggi Nambu Provincial Police Agency. As the Investigation Department is at the center of responses to criminal, economic, and cyber crimes, attention is focused on whether these personnel changes will lead to enhanced investigative capabilities.
Jung Kwanho, who previously served as the Inspector General and Human Rights Officer at the Gyeongbuk Provincial Police Agency, was appointed as the Head of the Community Safety Department. Given that the community safety sector is at the forefront of local crime prevention and public security that residents experience firsthand, appointing someone with deep knowledge of internal affairs is expected to ensure continuity in organizational management.
On the other hand, the position of Public Relations Officer remains vacant after this round of appointments. The previous officer in charge, Moon Bonggyun, has been transferred to serve as the Chief of Hwaseong Dongtan Police Station under the Gyeonggi Nambu Provincial Police Agency.
This personnel reshuffle at the Gyeongbuk Provincial Police Agency is seen as focusing not only on filling vacancies but also on reestablishing a function-based responsibility system. In particular, as local security needs become increasingly complex and specialized, the roles of the new executive team leading public safety, investigations, and community safety are expected to become even more critical.

Within and outside the Gyeongbuk Provincial Police Agency, there are interpretations that these appointments signify more than routine position changes, serving as a signal for redefining the agency's core leadership structure. By filling key posts and reducing gaps in command, the success of the new leadership team will likely be determined by their ability to deliver tailored public security services and strengthen on-site response capabilities in the region.
