Gwangmyeong City in Gyeonggi Province is accelerating its efforts to achieve carbon neutrality by 2050 in collaboration with the 2nd Carbon Neutral Green Growth Committee.

Last year, Gwangmyeong City successfully carried out 72.6% of its greenhouse gas reduction tasks and achieved 92.8% of its overall greenhouse gas reduction target for the city.
In response, the city reorganized its public-private cooperation system to further enhance the effectiveness of its carbon neutrality policies.
The 2nd Committee, with a two-year term (from February 7, 2026 to February 6, 2028), consists of a total of 20 members: 4 ex officio members and 16 appointed members. Private sector experts in areas such as climate change, energy, transportation, and architecture participate in reviewing and deciding on Gwangmyeong City's carbon neutrality implementation and green growth policies.
The committee is structured into four subcommittees: Carbon Neutral Transformation, Energy Transition, Smart Transportation, and Green Housing.
At the meeting held that day, members also reviewed the results of the 2025 implementation assessment for the Basic Plan for Carbon Neutral Green Growth.
Of the total 150 tasks, 128 were set as targets to be achieved by 2025 and were reviewed. Among these, the implementation status and progress of 84 greenhouse gas reduction tasks were analyzed by sector.
The assessment showed that out of the 84 reduction tasks (24 in buildings, 29 in transportation, 6 in agriculture, 19 in waste, and 6 in carbon sinks), 61 had been achieved or were being implemented as planned, resulting in a progress rate of 72.6%.
In addition, the city's overall greenhouse gas reduction effect reached 37,232 tons, compared to the 2025 target of 40,120 tons, achieving a rate of 92.8%. This indicates that most projects are being carried out stably in line with the plan.
Choi Hyemin, Acting Mayor (Vice Mayor) of Gwangmyeong City, stated, "We aim to reduce greenhouse gas emissions by 40% compared to 2018 levels by 2030, and will further strengthen implementation in each sector. Through implementation assessments, we will establish a robust management and improvement system for carbon neutrality and build a sustainable reduction foundation based on citizen participation."
Meanwhile, Gwangmyeong City goes beyond the legally mandated annual implementation assessment by operating a quarterly assessment system and has been sharing policy progress and gathering feedback from citizens through the 'Gwangmyeong Climate Assembly.'

In 2024, the city held the 'Listening Policy Forum' to deliver citizens' policy suggestions to the metropolitan government, and in 2025, it reviewed 37 citizen-proposed tasks during a pre-forum and reflected them in policy, thereby establishing a system in which citizen participation leads directly to policy implementation.
