He pledged first and foremost to establish an "immunity system" as a safety mechanism to protect proactive administration.
He emphasized, "If public officials encounter issues while working proactively, I will not hold them accountable," and further explained, "When civil complaints are resolved creatively rather than being hindered by regulations, I will implement an immunity system to protect them from legal or personnel disadvantages, and I, as the mayor, will take responsibility."
He also promised to create an organizational culture that ensures work-life balance and provides a sense of accomplishment, pledging to ▲ simplify protocol and reporting systems ▲ eliminate unnecessary waiting times and excessive protocol practices.
In addition, he vowed to prevent the loss of expertise caused by frequent job rotations and to help public officials grow as experts by working long-term in specific fields, committing to ▲ expanding the professional position system for public servants and enhancing job expertise ▲ resolving hierarchical culture ▲ ensuring independent judgment and execution based on data and expertise.
He also mentioned discussions at the Changwon city level on narrowing the gap between the retirement age and the starting point for retirement, as well as reviewing the extension of the retirement age for career civil servants.
Candidate Yoon further stated, "I am determined to make the local election a campaign focused on policies and pledges, and I propose to candidates from opposing parties that we engage in a clean campaign free from slander or negative campaigning."
He continued, "Lies and distortions undermine our community," and appealed to citizens, "I urge you to discern the facts with a cool head and choose based on policies and qualifications."
