193 Agenda Items Reviewed at 'RH Plan 6' Meetings
Achievements Include AI City Proclamation and Spring Flower Festival
On April 10, Dongdaemun-gu in Seoul (Mayor Lee Phil-hyoung) announced that it has been managing key pending issues on a weekly basis through a weekly execution meeting called "RH Plan 6," which has been held up to the 10th round as part of the district’s major initiatives for the second half of the 8th popular election term.

View original imageThis meeting is held every Wednesday from January to June, presided over by the district mayor. Six departments—Culture and Tourism, Education Policy, Climate and Environment, Smart City, Urban Landscape, and Garden City—share their respective issues by stage and immediately coordinate any delays. The system shifts away from conventional report-centered meetings and instead focuses on identifying and addressing bottlenecks at the field level first.
The name "RH Plan 6" combines "Red Horse," referring to the Year of the Red Horse (Byeong-o-nyeon), and the six core departments. From the first meeting in January through the 10th round, 193 agenda items across six major fields have been reviewed. At the inaugural meeting alone, 14 items were addressed simultaneously, including the 2026 Spring Flower Festival, school safety personnel operations, the AI Coexistence City proclamation ceremony, street vendor and illegal stall management, and the Kandeme Park renovation.
Visible results have also followed. The "AI Coexistence City Dongdaemun" proclamation ceremony held on February 6, as well as the "2026 Trot Festival × Spring Flower Festival" held on April 4-5 in the Janghan 1 Riverside Park and Janghan Cherry Blossom Road area, were systematically checked at every stage of preparation through these meetings.
