Gangwon Special Self-Governing Province (Governor Kim Jin-tae) is set to significantly expand the "1,000 Won Breakfast" program, an initiative aimed at easing the meal expenses of university students during a period of high inflation.

The "1,000 Won Breakfast" program provides high-quality breakfast meals made with locally grown rice and rice-based products to university students, who tend to have a high rate of skipping breakfast, for just 1,000 won per meal.
To maintain a meal cost of around 5,000 won per serving, the government provides 2,000 won, the local government provides 1,000 won (500 won from the province and 500 won from the city or county), and universities contribute 1,000 won. Students only have to pay 1,000 won.
On this day, Governor Kim Jin-tae personally checked the breakfast menu offerings and student satisfaction, as well as the current promotional activities for the "1,000 Won Breakfast" program. In particular, he examined whether there was a shortage of daily meal provisions. Although there were fluctuations depending on the day of the week, it was found that the daily quota was often exhausted early, indicating high demand for the program.
The province is investing a total of 1.4 billion won to support breakfast menus at 12 campuses across 8 universities in the region. The number of meals served is steadily increasing, from 282,000 meals at 11 campuses in 2024, to 331,000 meals at 12 campuses in 2025, and 360,000 meals projected for 2026.
