The "Pleasant Line" refers both to the baseline that public officials must uphold and the right values they should pursue, signifying a collective effort to create an organizational culture of integrity.
Following the joint declaration, the main participants expressed their commitment to integrity by taking turns stacking boxes representing integrity values, building a "tower of commitment to integrity."
The city also shared the 2026 comprehensive plan for enhancing anti-corruption and integrity. The plan consists of three main areas—strengthening the integrity and anti-corruption infrastructure, promoting a culture of integrity that is both relatable and tangible, and establishing a thorough corruption prevention system—with a total of 26 specific tasks. Attendees discussed the initiatives and future directions for improving integrity and explored possible improvements.
In particular, the meeting featured discussion of the "One-Line Integrity Proposal," a policy that encourages employees to directly suggest improvements for unreasonable practices, systems, or internal operations within the organization. The city plans to thoroughly review and discuss the submitted suggestions and incorporate them into improvement initiatives.
