Gyunho Kim, Member of the Gwangju Seo-gu Council, requested the prioritization of the “Pungam Distribution Complex–Songwon High School Road Construction Project” during a five-minute free speech at the first plenary session of the 338th extraordinary meeting on March 18.
Kim stated, “While the ‘Pungam Intersection Underpass’ construction planned near the Maewol Distribution Complex is a necessary project, considering the severe traffic congestion in the area, the ‘Pungam Distribution Complex–Songwon High School Road Construction’ should come first.”
Kim emphasized, “If, ahead of a major construction project aimed at improving vehicle flow, there is no detour route available to alleviate the current traffic congestion, the burden will ultimately fall on the residents. The comprehensive distribution complex, which sees about 15,000 vehicles passing through each day, has only one entry and exit point, resulting in chronic traffic jams. To address this, the ‘Pungam Distribution Complex–Songwon High School Road Construction’ should be a priority. Although it was initially planned through public discussion, execution has been repeatedly delayed due to budgetary reasons.”
He continued, “Traffic in Pungam-dong and the distribution complex area should be reviewed in the context of the broader traffic flow, considering the Gangjin Expressway and the connection axis to Byeokjin IC. Delaying decisions and implementation only shifts a greater burden onto the future.”
As alternatives, Kim proposed the following: ▲ Reestablishing the priority of the ‘Pungam Distribution Complex–Songwon High School Road Construction’ project ▲ Actively preparing practical alternatives such as inclusion in the supplementary budget and opening the road first ▲ Requesting consultations with central government ministries for comprehensive traffic measures, including the ‘Pungam Distribution Complex–Songwon High School Road Construction’ project.
Finally, he said, “Administrative bodies should be evaluated based on reductions in resident inconvenience rather than project implementation records. I will continue to monitor and urge improvements to ensure residents’ right to convenient transportation and daily life.”

Meanwhile, the “Pungam Distribution Complex–Songwon High School Road Construction” project had completed basic procedures such as loss compensation through public discussion and was scheduled to begin full-scale construction this year, but is currently on hold due to a lack of secured budget.
