View original imageThis briefing was the third on-site briefing session following those held at Goseong County Office in January and Hwacheon County Office in February. It was designed to share the progress since the enactment of the Gangwon Special Act, outline key special provisions, and explore practical ways for local governments to utilize the Act in the field.
During the briefing, officials explained the background of the Gangwon Special Act, the history of its first and second amendments, the main contents of the third amendment bill currently pending in the National Assembly, and field-specific core special provisions, providing insights into the significance and practical applications of the Act.
The third amendment bill to the Gangwon Special Act, submitted in September 2024, consists of 40 tasks and 68 articles. It includes differentiated legislative tasks unique to Gangwon Province, such as the industrial utilization of coal and limestone resources in mining areas, permission for non-exclusive medical practice at medical institutions, and special provisions for foreigner access.
In particular, among the core special provisions by field, the briefing introduced the designation of Songgye-ri, Imgi-myeon, Jeongseon County as a Rural Vitalization Promotion District as a case of farmland-related special provisions to help public officials better understand the policy.
This district was designated as a Rural Vitalization Promotion District in November of last year. A total of 20.7 billion won will be invested to establish a complex cultural center and a healing tour sports park (sports facility), among other projects.
Cho Youngho, Director General of Special Self-Governing Affairs at Gangwon Special Self-Governing Province, stated, "Through our outreach briefings, we will support city and county officials in fully understanding the purpose and special provisions of the Gangwon Special Act so that they can actively utilize them in their regions. Going forward, we will continue to closely cooperate with local governments to achieve results in utilizing these special provisions together."
