The "Gyeonggi Living SOC Reversion Project" is an initiative promoted by Gyeonggi Province to return development profits to residents. It aims to expand community-based social infrastructure to enhance the quality of life for residents and achieve balanced regional growth.
Yeoncheon County was selected for this competition due to its high evaluation in both the necessity and preparedness for expanding Living SOC, given its status as a border area and a region experiencing population decline.
In particular, during the project preparation process, the county formed a pan-county promotion committee, held resident briefing sessions, and collected public opinions to foster local consensus. The Yeoncheon County Council also adopted a resolution urging for the project’s selection, thereby establishing a cooperative system among residents, the council, and the administration.
The project promoted by the county seeks to establish a complex Living SOC facility that combines welfare facilities for people with disabilities and lifelong education facilities. This facility will be constructed on land adjacent to the Yeoncheon County Edu-Healthcare Center, with a total project scale of 28.3 billion won, including a provincial reversion fund of 16 billion won allocated through this selection.
This facility is expected to create synergy by linking with the sports, care, and cultural functions of the Edu-Healthcare Center as well as youth facilities at the Jeongok Culture Station. It is planned as a regional hub that can be used by all generations. Additionally, the facility is expected to break down barriers between people with and without disabilities, promote community integration, and serve as an inclusive space that reduces gaps in opportunities and access to education and welfare services.
An official from Yeoncheon County stated, "Yeoncheon has endured significant sacrifices under various regulations and development restrictions for a long time because it is a border region," adding, "Yeoncheon is the place where the purpose of the provincial reversion fund can be most clearly realized."
The official continued, "With this selection for the Gyeonggi Living SOC Reversion Project, we will do our utmost to expand Living SOC facilities that residents can truly experience and to improve the residential environment, so that Yeoncheon County can grow into a more livable city."
