Damyang County Invests 123 Billion Won in Flood Recovery to Strengthen Safety Infrastructure
95% of Secured Budget Allocated to Public Facilities

Key Restoration Projects to Be Finished Before Monsoon Season
Damyang County, Jeollanam-do has transparently disclosed the details of its management of a 123 billion won budget secured for the restoration of damages caused by heavy rainfall in July of last year.
According to Damyang County on March 16, the county recently provided a detailed breakdown of budget execution in response to inquiries about the recovery budget raised during a recent 'Conversation with Residents.' Damyang County was designated a special disaster area last year due to extreme rainfall, and, following a central joint investigation, secured 123 billion won in recovery funds—three times the assessed damages of 40.9 billion won.
The secured recovery funds are largely divided into public facility restoration expenses (116.7 billion won) and disaster relief and consolation payments for private facilities (6.3 billion won). The county allocated 95% of the total budget to the reconstruction of public infrastructure—such as roads, rivers, and bridges—focusing not on simple repairs, but on 'permanent restoration' to ensure the safety of entire communities.
Disaster relief and consolation payments, which are directly linked to the stability of residents' daily lives, have so far amounted to a total of 5.9 billion won distributed to 3,425 households in accordance with government standards. By category, this includes 2.1 billion won in consolation payments, 1.2 billion won for crop flooding damage, 900 million won for farmland loss and burial, and 820 million won for home flooding.
Notably, the county excluded administrative discretion and focused on equitable execution by applying strict standards through the National Disaster Management System (NDMS). For example, home flood victims received a consolation payment of 3.5 million won, and small business owners received an additional 5 million won for livelihood stabilization, supporting their return to normal life.
Of the 238 disaster recovery sites in Damyang County, restoration has been completed at 88 sites, while the remaining 150 are either under construction or in the procurement phase. The county plans to complete major processes before the upcoming monsoon season to prevent any secondary damage.

A Damyang County official stated, "The secured budget is being put to valuable use in restoring residents' daily lives and rebuilding community infrastructure," adding, "We will focus all administrative resources on making Damyang safer so that all residents can live with peace of mind."
