Fostering a Childcare-Friendly City by Easing Economic Burdens
Yonghak Jeong, Council Member of Jinju City, sponsored the “Jinju City Ordinance on Preferential Treatment and Support for Families with Multiple Children” at the 272nd extraordinary session. The purpose is to establish a foundation for promoting preferential and support policies for families with multiple children in order to address the issue of extremely low birth rates.
Recently, as the burden of child-rearing costs, such as housing and education expenses, has increased, the burden on families with multiple children has also grown. However, most public policies are designed based on income, and there have been criticisms that practical support for middle-class families with multiple children is lacking.
This ordinance aims to address the current limitations and institutionalize related support by reflecting the cost-of-living burden according to the number of children in policy measures.
The main contents include provisions for preferential treatment and support in various areas for families with multiple children as defined in the “Jinju City Basic Ordinance on Population Policy,” such as ▲child-rearing, childcare, and educational support ▲improvement and stabilization of the residential environment ▲expansion of benefits in culture, tourism, sports, and welfare ▲healthcare support ▲discounts on the use of public facilities, and more.
In particular, the ordinance stipulates that differentiated support can be provided based on the number of children, and it also includes provisions for factual surveys and policy promotion.
Council Member Jeong stated, “Families with multiple children are an important social asset that sustains the region’s future population base,” and added, “I hope that the burden of child-rearing will be reduced and that practical support will be provided.”

Meanwhile, according to the 2025 Social Survey Report on national data processing, the largest reasons for not having children or hesitating to have additional children were the burden of educational expenses (31.4%) and the burden of housing costs (27.8%), indicating that economic concerns have a significant impact on childbirth decisions.
