On March 9, former Seongdong District Mayor Chung Wonoh officially declared his candidacy for Seoul Mayor, announcing the campaign slogan "A Seoul Where Citizens Are the Owners, A Seoul Where Taxes Are Not Wasted." He presented a vision of transforming Seoul into "Global G2 Seoul," an Asian economic capital rivaling New York, under the banner "A Competent President Needs a Competent Mayor of Seoul."
Chung, running as a primary candidate for Seoul Mayor from the Democratic Party of Korea, officially announced his candidacy for the June 3 local elections through his YouTube channel 'Chung Wonoh TV' on this day. He stated, "I will innovate the administrative paradigm through an artificial intelligence (AI) grand transformation to realize a citizen-sovereign Seoul," adding, "By introducing an AI-based 'Conditional Automatic Permit Approval System,' we will implement a predictable permit system to reduce waiting times and double administrative speed." Regarding the welfare system, he announced, "We will implement intelligent administration where AI automatically connects citizens to tailored welfare infrastructure without the need for separate applications."
He pledged proactive preventive investment in disaster and safety management. Chung said, "We will protect citizens from intensifying climate crises such as heavy rains, heat waves, and heavy snow, and proactively prepare for hidden risks including sinkholes," promising, "The priority in the budget will be given to proactive construction of safety infrastructure."
Regarding housing policy, he expressed his intention to accelerate supply. Chung stated, "By introducing the 'Redevelopment Project Manager System,' we will push forward redevelopment and reconstruction projects from preliminary planning to groundbreaking more quickly and thoroughly," emphasizing, "We will delegate authority for small-scale redevelopment projects of fewer than 500 households to district offices, dramatically increasing the speed of redevelopment." Regarding transportation, he said, "We will significantly expand 'Seoul Shared Offices' across the city so people can work near home," and "We will establish a '10-Minute Subway Zone' and a '5-Minute Bus Stop Zone' around every home." He also stated his intention to make the northwest and northeast corridors the central axis of Seoul's urban planning work zones.
Chung presented his blueprint for Seoul, stating, "We must move beyond Tokyo and Singapore and become 'Global G2 Seoul,' an Asian economic capital that draws the world's attention and rivals New York."
He further stated, "In cooperation with the central government, we will introduce Seoul-style international business districts to attract global companies that once turned away," adding, "We will resolve the long-stalled Yongsan International Business District, awakening it as the new heart of global innovation enterprises." He also announced plans to develop Hongneung and Changdong bio clusters and the Yangjae AI hub to world-class levels.
Chung also criticized Mayor Oh Sehoon, stating, "For the past 10 years, Seoul's administration has been all about grandiose slogans," and, "Showcase administration that puts mayoral ambitions for the presidency ahead of citizens' needs is the naked truth of Seoul's governance today." Referring to the transformation of Seongsu-dong from a factory area into a hot place, Chung said, "Citizens, business owners, and merchants are the main agents of that change," adding, "Chung Wonoh's administration was a 'platform' and 'supporting role' that helped citizens and companies fully realize their potential." He stated, "From now on, we will make it possible for free citizens and creative companies in Seoul to fully express their dreams and ideas."

Meanwhile, Chung declared, "Chung Wonoh will not fight against opponents," adding, "I will only fight against the inconveniences faced by citizens."
