Goheung County Council to Strengthen Oversight of Private Contracts
Contract Inspections Prompted by Media Reports

The Goheung County Council in South Jeolla Province stated that it takes seriously the concerns of residents regarding recent media reports on the operation of private contracts in Goheung County and the council's oversight and check functions. The council announced plans to review the relevant matters and consider institutional improvements.
According to the reports, there have been indications that, over the past several years, private contracts have been concentrated among a few companies. This has led to questions about the fairness of the administration and whether the council’s oversight function has worked effectively.
In response, the Goheung County Council reaffirmed that the essential role of a local council is to audit and oversee the executive branch. The council expressed its intention to pursue more systematic and effective inspections.
Until now, the council has reviewed the appropriateness of contract execution through budget and settlement deliberations and administrative audits. However, in light of the current issue, the members agreed on the need for a more focused inspection of the entire private contract operation system.
The council plans to proceed in stages, including reviewing data on private contract signings in recent years, conducting intensive reviews at the level of administrative audits and standing committees, verifying the fairness of contract procedures and whether contracts are concentrated among specific companies, checking the operation and effectiveness of the "private contract quota system" introduced in 2023, and identifying institutional improvements to prevent recurrence.
In particular, the council intends to objectively review the actual operation status, management system, and institutional effectiveness of the "private contract quota system," which the executive branch says is being implemented as a measure to prevent concentration with specific companies. The aim is to ensure that the system is functioning as originally intended.
Additionally, given the seriousness of the issue and the high level of public interest, the council is actively considering the formation of a "Special Investigation Committee" to review the overall operation of private contracts. Currently, the council is reviewing the requirements and operating methods for such a committee under relevant laws and council rules. If necessary, it plans to establish the special committee through a council resolution to conduct a more in-depth inspection.
If the special committee is formed, it will objectively examine the status of private contract signings over the past three to five years, the operation of contract procedures, whether there has been concentration with specific companies, and the implementation and management of the quota system. Based on the inspection results, the committee will develop institutional improvements and discuss them with the executive branch.
Chairman Ryu Jedong stated, "Fairness and transparency are the fundamental principles for all contracts involving residents’ tax money," adding, "The council will carry out inspections responsibly based on objective data and procedures, and will implement necessary improvements without delay."

The Goheung County Council emphasized that it is focusing on verifying the facts and will further strengthen its contract management and financial control systems to prevent similar controversies from recurring in the future.
