On February 12, Han Junho, a member of the Democratic Party of Korea, officially declared his candidacy for governor of Gyeonggi Province, saying, "I will complete the pragmatism of the Lee Jaemyung administration in Gyeonggi Province."
Holding a press conference at the National Assembly Communication Hall the same day, Assemblyman Han stated, "Gyeonggi Province must succeed for the Lee Jaemyung administration to succeed. The Lee Jaemyung administration must succeed for the Republic of Korea and its people to succeed," adding, "I will clearly forge this chain of connection in Gyeonggi Province."

How many sleepless nights from worries about housing have disappeared? Have we gained the confidence that our children can live in this neighborhood? If we cannot answer these questions, politics has still not reached the lives of the residents of Gyeonggi Province."
Assemblyman Han said, "I learned pragmatic politics from President Lee Jaemyung," emphasizing, "When President Lee Jaemyung was crisscrossing the nation as a presidential candidate, I ran with him across every corner of Gyeonggi Province as his chief aide."
He went on to say, "Gyeonggi Province is not merely a place that delivers central government policies," adding, "It is the most important field of execution where the achievements of state affairs are translated into the lives of the residents of Gyeonggi Province."
He expressed a clear stance of "definite opposition" regarding the proposal to relocate the Yongin semiconductor industrial complex to the Honam region.
Assemblyman Han said, "The Yongin semiconductor industrial complex is not a project for regional balancing," adding, "It is a matter the state has strategically decided on, staking the Republic of Korea's semiconductor competitiveness."
He continued, "To overturn this decision based on the demands of a particular region is not balanced development, but politics that shakes the national strategy," and declared, "Semiconductors will be pursued in Yongin."
As his vision for Gyeonggi Province, Assemblyman Han announced four key pledges: the "P10 Project" to create 10 Pangyo-like hubs; the ultra-wide-area circular express railway (GTX)-Ring; a 30-minute commuting zone; and four administrative-complex campuses by region.
Through the initiative to create 10 Pangyo-like hubs, he said, "We will establish 10 self-sufficient innovation hubs across Gyeonggi Province where industry, research, jobs, and housing function together."
Regarding GTX-Ring, he presented a vision not for a railway that cuts through Seoul, but for a circular express railway that loops around Gyeonggi Province and directly connects different parts of Gyeonggi to one another. He elaborated, calling it "a route that allows fast travel within Gyeonggi Province without going through Seoul, a route that enables Gyeonggi residents to spend their time within Gyeonggi Province."
In addition, Assemblyman Han pledged, "By integrating P10, GTX-Ring, and the wide-area transportation network into one, we will build a Gyeonggi Province where, no matter where you live, you can reach jobs and innovation hubs within 30 minutes."
Through the four administrative-complex campuses by region, he said, "In addition to the Provincial Government Office in Gwanggyo and the Northern Government Office, we will establish two more administrative-complex campuses equipped with administrative, policy, and public service functions."
Assemblyman Han went on to say, "I will also place the task of laying the foundations of life at the center of provincial administration," adding, "We will move beyond income support toward a basic society where life is stabilized in terms of housing, care, education, and healthcare."
