Nowon District: "Taereung Golf Course Housing Supply Must Be Accompanied by Sustainable Regional Development"
Five Key Demands Presented, Conditional Approval
Nowon District in Seoul (District Mayor Oh Seungrok) has stated its position on the government's plan to supply housing at the Taereung Golf Course, emphasizing that "rational and sustainable regional development must be pursued in parallel."
On January 29, Nowon District commented on the announcement of the metropolitan housing supply plan, which includes the Taereung Golf Course within Nowon, saying, "We understand the government's intention to identify idle land in the metropolitan area for housing supply." However, the district added, "As was the case in 2020, it should not end with mere housing supply; rational and sustainable regional development must be carried out in tandem."
The district requested that the following be considered: the geographical characteristic that Taereung Golf Course is a greenbelt area adjacent to Taegangneung, a UNESCO World Heritage Site; the need to expand the insufficient urban infrastructure and secure long-term growth engines, given the area's long-standing role as a bedroom community for Seoul; and the need to address the suffering of residents whose quality of life is rapidly deteriorating due to aging, overcrowded housing and worsening traffic congestion.
Specifically, the district presented five key demands: △ Under the principle of protecting Taegangneung as per UNESCO evaluation, the area should be developed into a high-quality, low-density residential complex; △ The development plan should include the creation of an eco-friendly ecological park and the construction of cultural complex facilities (such as libraries, performance halls, and galleries) in addition to housing; △ Innovative transportation policies should be established (including the extension of Subway Line 6, construction of the Baeksa Tunnel, and expansion of Hwarang-ro and the Taereung-Guri Interchange); △ Rental apartments should be limited to the statutory minimum ratio (35%), with priority given to newlyweds and young people, and a portion of the total housing supply should be allocated to Nowon residents; △ The restoration project for damaged areas, which is mandatory following the lifting of greenbelt restrictions (covering 10-20% of the released area), should be implemented as projects that are genuinely needed by Nowon residents.

Nowon District stated, "A comprehensive development plan that incorporates these demands is essential to gain the consent and support of residents and to accelerate the relaunch of the project." The district added, "We will mobilize all available resources to prioritize the interests of Nowon residents and proceed with negotiations regarding the development of Taereung Golf Course."
