List of 376 Workplaces Disclosed for Violating Industrial Accident Prevention Obligations
The Ministry of Employment and Labor announced on January 29 that it has publicly disclosed the names of 376 workplaces that violated their obligations to implement industrial accident prevention measures. Hyundai Engineering & Construction and GS Engineering & Construction have been included in the disclosure list for three consecutive years.
According to Article 10 of the Occupational Safety and Health Act, the Minister of Employment and Labor is required to publicly disclose, every year, the number of industrial accidents and accident rates at workplaces specified by Presidential Decree.
The criteria for disclosure include: ▲ workplaces where two or more workers died in a year ▲ workplaces with a fatality rate (number of deaths per 10,000 workers) above the industry average for similar size and sector ▲ workplaces where major industrial accidents occurred ▲ concealment of industrial accidents ▲ and workplaces that failed to report industrial accidents more than twice in the past three years. Even if the accident occurred before 2024, if a final court ruling was made last year, the workplace is subject to disclosure this year.
This year, Hyundai Engineering & Construction and GS Engineering & Construction have been listed for three consecutive years, following 2022 and 2023. Although the accident sites were different, the business owners were the same. Hyosung Heavy Industries was also re-listed following last year, making a total of six workplaces subject to repeated disclosure this year.
There were 11 workplaces where two or more fatal accidents occurred in a year. Among them, the new logistics warehouse construction site involving SGC E-Tech Construction and Samma Construction had the highest number of fatalities, with three deaths in 2022.

View original imageThere are 329 workplaces where the fatality rate was above the industry average for similar sectors. By industry, construction accounted for 188 workplaces (57.1%), manufacturing for 81 (24.6%), and other businesses for 34 (10.3%). By size, workplaces with fewer than 50 employees accounted for 297 (90.3%), followed by those with 100 to 299 employees at 17 (5.2%), and those with 50 to 99 employees at 9 (2.7%).
Seven workplaces experienced major industrial accidents such as hazardous material leaks, fires, or explosions. At the Waste Energy Solution Gokseong Plant, four people were injured in 2024, and three were injured at the Cosmo Tech Plant 2.
Two workplaces, including Post Plate and Changyoung Industry, were caught concealing industrial accidents. Nine workplaces received fines for failing to report industrial accidents more than twice in the past three years.

Minister of Employment and Labor Kim Younghoon stated, "Disclosure is a prerequisite for guaranteeing the public's right to know," adding, "We will expand the disclosure of corporate safety and health information through the introduction of a safety and health public notice system and the release of accident investigation reports."
