Governor Kim Dongyeon Orders Institutionalization of the "Provincial Road 318 New Road Construction + Underground Power Grid" Model
"Provincial Administration Innovation Work Merit" Award Presented to Road Policy Division for Promoting Working-Level Agreement with Korea Electric Power Corporation
Gyeonggi Province's new approach of "constructing new roads along with building underground power grids," first introduced to address the power shortage issues at the Yongin Semiconductor Cluster, will be institutionalized as a new model.
On January 29, Kang Minseok, spokesperson for Gyeonggi Province, announced at a briefing, "To resolve the power supply issues in industrial complexes while avoiding conflicts over transmission towers, Governor Kim Dongyeon has issued a special directive to institutionalize the 'Provincial Road 318' model, which involves constructing an underground power grid along the newly built 27.02-kilometer road section connecting Yongin and Icheon."
Previously, on January 28, Governor Kim Dongyeon instructed, "For future local road network construction projects, prepare ordinances or administrative guidelines to enable agencies to concretely coordinate the integration of power supply, as well as water and sewage systems, in the development process."
Accordingly, Gyeonggi Province will revise its guidelines for managing the total project costs of public construction projects.
These guidelines are internal administrative rules that stipulate the project costs required for large-scale public construction projects.
The province plans to add a new provision to the guidelines stating, "For large-scale social overhead capital construction projects such as roads, railways, and sewage systems with a scale of 50 billion won or more, joint construction consultations with relevant agencies such as Korea Electric Power Corporation and Korea Water Resources Corporation, which are responsible for facilities installed underground, will be mandatory from the planning stage."
The timing for specific consultations with relevant agencies will be set as follows: for statutory plans such as road construction plans, consultations must take place before the official announcement of the plan; for public construction projects exceeding 50 billion won, consultations must occur before requesting a feasibility study evaluation from the Korea Research Institute for Local Administration.
Gyeonggi Province expects that, once the 'Provincial Road 318' model is institutionalized through the guideline revision, the cost-benefit ratio (B/C) will improve due to cost savings and prevention of redundant construction. A B/C ratio of 1 or higher is considered economically viable.

Meanwhile, Governor Kim Dongyeon will present a "Provincial Administration Innovation Work Merit" award to the Road Policy Division, which promoted the working-level agreement with Korea Electric Power Corporation. It is unusual for the governor's award to be given to a department rather than an individual.
