Ukraine Receives U.S. Peace Proposal Draft... "Key Elements to Be Discussed with Trump"
Zelensky: "Working with the U.S. to Finalize Details for Ending the War"
On November 20 (local time), Ukraine announced that it had received a draft of a peace proposal with Russia from the United States and stated that it is ready to consult with the U.S. on the matter.
The Office of the President of Ukraine said in a Telegram message on the same day, "The President of Ukraine has officially received a draft of the plan from the U.S. side," adding, "This could contribute to resuming diplomatic efforts."

The presidential office stated, "The President of Ukraine has presented important fundamental principles to our people," adding, "At today's meeting, we agreed to review each provision of the plan together to ensure a dignified end to the war."
The office continued, "Ukraine has pursued peace since the very first moment of Russia's invasion and supports all practical proposals that can accelerate genuine peace," emphasizing, "We are currently prepared to work constructively with the United States, Europe, and global partners to achieve peace."
The presidential office also reported that it will soon discuss the key elements with U.S. President Donald Trump.
President Zelensky also said in a Telegram statement that evening, "During the meeting with Secretary Driscoll, we discussed ways to achieve genuine peace, the stages of work, the format of dialogue, and ways to strengthen diplomatic momentum," adding, "Both Ukraine and the United States will work out the details of the plan to end the war."
He added, "Peace is essential, and I highly appreciate President Trump's and his team's efforts to restore European security," and continued, "We are ready to engage in constructive, candid, and effective cooperation."
President Zelensky also provided Secretary Driscoll with specific data on foreign component manufacturers used in Russian weapons, their countries of origin, and details about the components themselves, stating, "We expect U.S. assistance in blocking all supply routes for these components."
The Office of the President of Ukraine did not specify the contents of the peace proposal draft. However, earlier, the British daily Financial Times reported that the proposal contains a large number of provisions highly favorable to Russia.
According to the media, the proposal includes Ukraine conceding the remaining parts of Donbas, including territories currently under Ukrainian military control, and reducing its armed forces to 400,000 troops.
It also includes provisions for Ukraine to relinquish key weapon systems and for the United States to reduce military support, which could leave Ukraine vulnerable to further Russian aggression in the future.
Additionally, the proposal reportedly requires Ukraine to recognize Russian as an official language and to grant official status to the Ukrainian branch of the Russian Orthodox Church. This appears to reflect the Kremlin's long-standing political objectives.
Meanwhile, Dmitry Peskov, spokesperson for the Kremlin, stated regarding the peace plan draft that while Russia is maintaining contact with the United States, there are no substantive negotiations taking place. Foreign Ministry spokesperson Maria Zakharova also said, "If the U.S. had made such a proposal, it would have been delivered through existing diplomatic channels between the two countries," emphasizing that Russia has not received any agreement of 'this level.'

However, White House spokesperson Karoline Leavitt stated at a briefing that Steve Witkoff, Special Envoy for the Middle East, and Secretary of State Marco Rubio have been in equal contact with both Russia and Ukraine. She said, "It is a good plan for both Russia and Ukraine, and we believe both sides can accept it."
