"Questions Focused on Core Curriculum Content"
The chief of the 2026 College Scholastic Ability Test (CSAT) question-setting committee stated that the exam questions were "designed to maintain an appropriate level of difficulty, evenly distributed in accordance with the content and standards of the high school curriculum."
On the morning of November 13, at a briefing held at the Government Complex Sejong, Committee Chair Kim Changwon said, "The questions were developed with a focus on the core and fundamental aspects of the curriculum to help normalize high school education." He added, "Even if the core content of the curriculum was addressed in basic exams, we reformulated the questions or problem-solving approaches as needed."
Kim further explained, "We excluded questions that would favor students who have acquired problem-solving techniques through private tutoring and repetitive training," and emphasized, "The questions were designed to ensure sufficient differentiation based solely on content covered in the public education curriculum."
The connection rate with EBS CSAT textbooks and lectures was around 50% in terms of the number of questions. In particular, for English, all related questions were developed using an indirect linkage method, utilizing passages with similar topics, themes, or main ideas to those found in EBS textbooks.
Regarding concerns about the so-called 'Satamrun' phenomenon, Kim stated that the questions were designed to ensure fairness and avoid advantages or disadvantages. 'Satamrun' refers to the trend of students in the natural sciences track opting for the social studies section, which is perceived as less difficult than the science section.

On this issue, Kim said, "The 'Satamrun' phenomenon stems from the basic instinct of all students to choose subjects that are advantageous to them. The issue of advantages and disadvantages among elective subjects has expanded into differences across subject areas," and added, "If the questions are developed based on the target difficulty, last year's CSAT, and this year's mock test results, and grounded in the curriculum, I believe there will be no issue of unfair advantages or disadvantages among elective subjects."
