Masan Happo District in Changwon Special City, South Gyeongsang Province, will fully implement its "Comprehensive Winter Countermeasures" for four months, starting from November 15 until March 15 of next year.
This initiative consists of 20 tasks across three main areas: safety management, welfare support, and public livelihood stabilization. The focus is on proactively preventing seasonal disasters such as heavy snow, cold waves, fires, and wildfires, while minimizing inconvenience to citizens.
First, a 24-hour emergency disaster response system and a road snow removal situation room will be operated at all times. More than 100 tons of de-icing agents will be stockpiled to ensure a swift response to heavy snowfall and icy roads. Joint inspections will be conducted at 20 traditional markets and 42 gas facilities, both of which are vulnerable to fire, to prevent accidents in advance. In addition, the Wildfire Prevention Headquarters will enhance its on-site response system by deploying drone monitoring teams and expanding the distribution of wildfire emergency safety communication devices.
In the area of public livelihood stabilization, the district will focus on intensive disposal of kimchi-making waste, crack down on illegal burning, and promote energy-saving campaigns during peak electricity periods. A price stabilization task force will be operated to provide continuous monitoring and strengthen country-of-origin inspections for 20 key items during the kimchi-making season.
For welfare support, customized care for the elderly, emergency safety services, and welfare check calls will be provided to protect vulnerable groups from cold waves. The district will also offer practical welfare services, such as heating cost support for local children's centers and meal support for children in need.
