View original imageThis training was organized with the goal of "creating a vibrant organizational culture through communication and collaboration." Instead of conventional lectures, the program focused on participatory activities, which received enthusiastic responses from the young civil servants.
The training included sessions on organizational communication (teambuilding), a time for direct communication with the mayor, recreational activities, and field experiences. Through team-based missions, participants learned the importance of collaboration and communication, expanded their sense of solidarity by engaging in direct conversations with the mayor, and spent the second day recharging through field study activities around Pyeongchang.
During the organizational communication (teambuilding) session held on the afternoon of the first day, the "Hanam Mayor's Mini Olympics" took place. Lee Hyunjae, Mayor of Hanam City, joined one of the teams himself, participating in various events such as cup stacking, curling, rowing, and padminton alongside the staff.
The mayor’s active participation in sweating and working together with young employees energized the atmosphere, and the venue was filled with cheers and excitement throughout the games.
Following the excitement of the Mini Olympics, the "Time for Communication with the Mayor" featured candid conversations based on questions and concerns collected from staff in advance through a survey. Mayor Lee listened attentively to each concern and delivered messages of empathy and encouragement.
He also promised that the city would spare no effort in supporting young civil servants so they can grow in an environment of trust and respect.
In fact, Hanam City is implementing various initiatives to improve job satisfaction and organizational culture among Millennials & Gen Z civil servants. Starting this year, newly hired employees who have completed their probation receive an additional 300,000 won in welfare points. Next year, the city plans to introduce a "childcare time work proxy allowance" system to actively support a balance between childcare and work.
Additionally, from 2026, the city will implement a "Personnel Grievance Review System" to provide a fairer and more reasonable process for handling personnel-related grievances.
Alongside these efforts, the city is also making detailed changes to reduce staff workload, such as rescheduling weekly meetings from Monday to Tuesday starting in November.
Mayor Lee Hyunjae stated, "Change in the public sector begins not with systems or institutions, but with people," emphasizing, "Each and every Millennial & Gen Z civil servant is a key player in shaping the future of Hanam City."
He also remarked, "We will actively support young civil servants so they can freely express their opinions and grow in an environment of trust and respect, thereby enhancing public service and administrative capacity."

Meanwhile, the city is also working to realize "Hanam, the City of Youth Hope," providing comprehensive support for all aspects of young people's lives, from employment to work-life balance.
To address the top concern of youth-employment-Hanam City operates a wide-ranging employment support system, including funding for job training, a real-time "Youth Recruitment Zone" matching companies and young people, AI interviews, and mentoring by current professionals.
In particular, the "Youth Challenge Support Project," which helps young people who have given up on job searching return to society, is gaining attention as a program that restores self-esteem through psychological counseling and relationship-building education. The project also provides a participation allowance of up to 3.5 million won to help establish a stable foundation for a renewed challenge.

Initiatives such as the "Youth Honorary Mayor," "Youth Policy Advisory Group," and "Youth Honorary Creator" are leading youth participation and promotion of city policies. The 100 million won youth-led planning workshop is recognized as a representative example of how youth ideas are translated into actual policies.
