The resignation of former Vice Minister of Land, Infrastructure and Transport Lee Sangkyung has fueled growing skepticism toward appointing professors to high-ranking government positions. The prevailing assessment is that officials with academic backgrounds often lack experience in managing external messaging, which can lead to inadequate responses and undermine policy momentum. Critics point out that it is difficult for those from academia to match the expertise of career bureaucrats who have spent over 20 years navigating the realities of administration.
On October 31, policy experts commented on Lee Sangkyung's resignation, agreeing that “the limitations of appointing academics have become apparent, as the inability to distinguish between what should and should not be said in public has exacerbated the issue.” One official noted, “If you watch the entire broadcast featuring former Vice Minister Lee, he offered a convincing explanation of the policy design and its background, so there is no issue in the overall context.” The official added, “However, it appears he failed to choose his words carefully in a public setting.” Another source remarked, “It seems to be due to a lack of media training. A seasoned bureaucrat would not have made such remarks in a public forum.”
Former Vice Minister Lee appeared on a YouTube program to explain the government’s real estate policy and stated, “Once the market stabilizes, you can buy then,” which sparked intense public backlash. He intended to convey policy confidence, arguing that tightening both private financing through jeonse and public financing through bank loan regulations could lower housing prices. However, his comments failed to consider the anxiety of genuine homebuyers, especially since housing prices continued to rise under previous administrations’ demand-suppression policies. This incident also brought attention to his spouse’s purchase of an apartment worth 3.3 billion won, triggering controversy over “gap investment.”
Long-serving bureaucrats tend to exercise extreme caution with their public statements. There was even a high-ranking government official who made similar comments to Lee Sangkyung’s, but only in an unofficial setting. While expressing confidence that housing prices could stabilize, the official made the remarks strictly off the record. One bureaucrat explained, “After decades of experience, we have learned to fully convey necessary information to journalists in private discussions to aid policy understanding, while carefully selecting words and expressions during the public reporting process.”
Lee Hyungil, First Vice Minister of Economy and Finance, recently appeared on a YouTube broadcast and offered only a brief apology regarding real estate policy, saying, “We are sorry for causing inconvenience to the public,” and refrained from further comment. On the issue of lowering the separate taxation rate for dividend income, he cautiously indicated the government’s policy direction by stating, “The government is prioritizing revitalizing the stock market over tax revenue.” He managed to communicate the government’s stance without directly mentioning a tax rate cut.

Experts emphasize the need for caution in the trend of appointing professors to senior positions. They argue that the external communication skills developed by career bureaucrats from their early days as junior officials must be respected. Recently, the Lee Jaemyung administration has placed academics in positions where external communication is crucial. For example, Kim Jina, Second Vice Minister of Foreign Affairs, is a former professor with no hands-on diplomatic experience, and Ambassador to the United Nations Cha Jihoon, a law school classmate of President Lee Jaemyung, also lacks a diplomatic background. Experts warn, “Especially in diplomacy, where language, networks, and crisis response skills are vital, the decades of diplomatic and administrative experience accumulated by career officials should not be overlooked.”
