Pocheon City Selects 11 Outstanding Public Officials for Proactive Administration in the First Half of 2025

View original imageThe city conducted a two-stage review process-an initial pre-screening and a final main review-of a total of 20 outstanding cases of proactive administration. As a result, six cases were ultimately selected: one grand prize, one excellence award, one encouragement award, and three special awards.
The grand prize was awarded to the "Expansion of Edu-Road" initiative, led by Kang Hoon, Team Leader of the Education Policy Division, and Cho Seongbong, Administrative Officer. This initiative introduced the "Pouri Bus," a smart safety shuttle for elementary students; the "Fortune Bus," a dedicated school bus for middle and high school students; and the "Edu-Taxi" for areas underserved by public transportation. These efforts were recognized for improving students' commuting convenience.
Since the implementation of these projects, there have been positive effects across education, welfare, and transportation, including shorter commute times, enhanced safety, reduced childcare burdens for parents, and alleviated traffic congestion around schools.
The excellence award went to the case titled "Achieving Innovation in Occupancy Permit Administration through Digital Transformation!" (Jinwoo Park and Choi Yeonho, Administrative Officers), which marked the nation's first digital transformation of the occupancy permit application process. The encouragement award was given to the case "Promoting the Assignment of Road Names to Forest Roads," the first such initiative in Gyeonggi Province (Min Jiho, Administrative Officer, and Kim Eunyoung, Team Leader).
Additionally, the special awards recognized: "Village Alleyways Blocking Citizens' Safety, Addressed through Proactive Administration!" (Ahn Sohyun, Team Leader), which resolved village alleyway safety issues; "Changing the Flow: Success Story of Pocheon City Sewage Sludge Fuel Conversion" (Kim Youngnam, Team Leader, and Kim Jihee, Administrative Officer), which improved energy efficiency by converting sewage sludge into fuel; and "Catching Two Birds with One Stone: Enhancing Speed and Fairness through Improvements to the Traffic Impact Assessment System" (Na Changho, Team Leader, and Cho Gwangrae, Administrative Officer), which strengthened administrative speed and fairness.
The selected outstanding public officials for proactive administration will receive certificates, additional points in performance evaluations, the highest grade in performance bonuses, special leave, and extra points for overseas backpacking training as incentives.

A Pocheon City official stated, "We hope these outstanding cases of proactive administration will serve as a catalyst for revitalizing the region," adding, "We will continue to provide institutional support so that creative and prompt administration that goes beyond established practices can become the norm."
